| 說明： |
| 一、 | 依行政院人事行政總處（下稱人事總處） 114 年 10 月 15 日總處培字第 1140022175 號函辦理，並檢附原函影本（含精進措施及宣導圖卡） 1 份。 |
| 二、 | 行政院業訂定「行政院與所屬中央及地方各機關（構）學校公務人員違法（規）赴陸建議懲處原則」及「行政院與所屬中央及地方各機關（構）學校公務人員違規赴港澳建議懲處原則」，均自 115 年 7 月 1 日生效，請各機關（構）學校自即日起加強宣導。 |
| 三、 | 大陸委員會鑑於近年公務員赴陸港澳人身安全風險日益升高，為保護全體公務員及提高危機意識，邀集人事總處等相關機關，共同研商旨揭精進措施，並製作宣傳圖卡及更新該會官網「公務員赴陸專區/Q&A」，請各機關(人事機構)向所屬同仁宣導並落實下列事項： |
| (一) | 公務員赴陸及港澳，不分平、假日均應於行前登錄差勤系統申請或獲得機關許可。 |
| (二) | 強化人事人員教育訓練，避免發生延遲通報（例如未依期限至內政部移民署「公務人員赴陸許可線上申請系統」完成案件報送），或錯認官職等誤用簡任（或相當簡任）第 10 職等以下赴陸申請程序致影響當事人權益之情事，並確實向所屬同仁宣導公務員赴陸港澳管理機制內容。 |
| (三) | 落實及時至人事總處「人力資源管理資訊系統（ WebHR ）」更新簡任第 11 職等以上公務員（含兼任行政職務之教育人員）名冊資料（按，如有人員異動，應即時至 WebHR 更新資料，該總處資料庫並將自動介接，毋須再辦理報送作業）。 |
| (四) | 對於非一般公務人員（例如教育人員兼任行政職等），於其到任時提供任職切結書等需要簽署表件時，併同提供赴陸規定相關宣導資料，要求當事人一併簽署，以確實達到告知效果。 |
